Prime Minister Pham Minh Chinh emphasized that Vietnam and France still have much potential for cooperation development, including in the field of urban transport.
On June 10, Prime Minister Pham Minh Chinh held talks with French Prime Minister Francois Bayrou in Paris, after concluding activities at the third United Nations Ocean Summit (UNOC 3) in Nice, according to VNA .
Prime Minister Pham Minh Chinh said the two countries still have much potential to develop bilateral cooperation, especially in areas where France has strengths and Vietnam has needs, such as aerospace, urban transport, nuclear energy, and manufacturing technology. This will be a "leverage" suitable for Vietnam's development orientation and investment attraction in the new era.
He called on French investors to form joint ventures with Vietnamese enterprises to develop strategic industries and services with high spillover effects such as automobiles and logistics.

Prime Minister Pham Minh Chinh asked France to soon ratify the EU-Vietnam Investment Protection Agreement (EVIPA) and closely coordinate with Vietnam to continue implementing and effectively exploiting the EU-Vietnam Free Trade Agreement (EVFTA).
French Prime Minister Francois Bayrou affirmed that France always attaches importance to strengthening cooperation with Vietnam in traditional fields as well as expanding into new areas of cooperation commensurate with the Comprehensive Strategic Partnership.
In the context of rapid and complex developments in world politics and economy, Mr. Bayrou said that the two countries need to coordinate more closely to contribute responsibly to peace, stability and development in the region and the world.
Both sides emphasized that defense and security cooperation is an important pillar in the relationship. In terms of economy, trade and investment, both sides affirmed that they will open their markets to each other, reduce dependence on third parties and maintain the stability of the global supply chain.
Regarding the East Sea issue, Vietnam and France affirmed the importance of maintaining peace, stability, security, freedom of navigation and aviation in the East Sea on the basis of the rule of law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), peacefully resolving disputes on the basis of international law, UNCLOS 1982, and not using or threatening to use force.
At the end of the talks, the two Prime Ministers witnessed the signing and exchange of a memorandum of understanding between the Vietnam Academy of Science and Technology and the French Atomic Energy and Alternative Energies Commission, and a tripartite cooperation agreement between the Vietnam Geology and Mineral Resources Department, the French Geological and Mineral Resources Research Department BRGM and the French Development Agency (AFD) on sustainable management of mineral resources and enhancing geological knowledge for energy transition.

On the same day, Prime Minister Pham Minh Chinh had meetings with President of the French Senate Gerard Larcher and President of the French National Assembly Yael Braun-Pivet.
The two sides agreed to promote defense and security relations, including peacekeeping, search and rescue, science and technology, energy, and transportation, and promote the exchange of high-level delegations, specialized committees, and friendship parliamentary groups between the two countries to exchange experiences and improve the efficiency of parliamentary agencies.
The Prime Minister proposed that the French Senate strengthen cooperation with the Vietnamese National Assembly to facilitate the ratification of cooperation agreements as well as enhance coordination and mutual support at regional and international inter-parliamentary forums.
The Prime Minister also asked the French National Assembly to support the government in implementing specific contents of the Comprehensive Strategic Partnership, with symbolic projects in areas such as construction of transport infrastructure, new energy, education and training, culture and arts, and museum conservation
