Developing semiconductor human resources in the direction of 'going to return'

Vietnam's semiconductor industry human resource development mindset is "go to return", meaning training domestically and then sending them abroad to study, work for a while and then return, according to NIC leaders.

Mr. Do Tien Thinh, Deputy Director of the National Innovation Center (NIC), expressed his opinion at the workshop "Developing human resources for the semiconductor industry in Vietnam and globally", organized by the International University Training Institute, FPT Corporation, on April 19.

According to Mr. Thinh, semiconductors are considered one of the most special industries, the core industry of information technology. In the US, according to the CHIPS Act, this is not simply an economic sector but also considered a field related to national security.

"Vietnam was identified as being able to participate in the semiconductor chip industry value chain a few years ago. Therefore, it is inevitable that we must develop this industry," Mr. Thinh said. "The first thing to do is focus on developing human resources."

The semiconductor industry is divided into three stages: design, manufacturing, packaging and testing. Vietnam's national strategy is to focus on the design stage.

Mr. Thinh said that NIC has reported to the Government that most of Vietnam's semiconductor chip design human resources must go to the international market. Therefore, the mindset for developing human resources in this industry is "going to return".

"We support universities to train domestic students, then send them abroad to study and work for a while and then return to develop the chip industry," said Mr. Thinh.

He gave an example of Hanoi National University and Yangming University of Transport (Taiwan) having a cooperation program for students to go to Taiwan to study for a master's degree, receive scholarships from corporations, then work for them for two years before returning to Vietnam.

Or in early January, FPT University and Asia University - a top 6 university in Taiwan and in the top 500 in the world (according to  THE ) agreed to train in the Semiconductor Manufacturing program, with the first two years in Vietnam and the last two years in Taiwan.

In addition, experts say that  universities need to cooperate with businesses in training .

Mr. Nguyen Vinh Quang, CEO of FPT Semiconductor, FPT Corporation, said that currently, semiconductor chip companies often have to retrain newly recruited personnel for 6 months to a year. The reason is that Vietnam has not had any students graduating from a specialized program in semiconductors, most of them only study electronics. Meanwhile, the electronics training program has not kept up with the development speed of this industry.

When cooperating, businesses will incorporate skills improvement programs into teaching, allowing final year students to participate in real projects so that they do not have to spend a lot of time on retraining after graduation.

The global semiconductor industry will reach $620 billion by 2023 and is expected to reach $1 trillion by 2030, according to  Gartner . Vietnam aims to train 50,000 semiconductor engineers by 2030, with FPT Corporation alone needing 7,000. But according to the company's calculations, Vietnam currently has only 5,000 employees.

Mr. Vu Anh Tu, FPT Technology Director, emphasized that training human resources in the semiconductor industry must be of very high quality.

"Designing semiconductor chips requires a lot of knowledge of basic science. Young Vietnamese people are good at Math, Physics, and Chemistry. Therefore, I believe that very soon we will train a generation of very talented engineers," said Mr. Tu.

Regarding students, Mr. Do Tien Thinh emphasized that this industry is very difficult but also brings great opportunities. As for salary, if compared with the Information Technology industry, the salary after three years of graduation is not much different, but with 10 years of experience, the story will be very different. Therefore, he advised students to pursue this industry with willpower, perseverance, in addition to passion.

"You can rest assured that if you follow this industry, the results will be very sweet," said Mr. Thinh.
